Esteemed Mr. Djukanovic,
I congratulate you on the victory in the elections of 31 May. I also
congratulate the people of Montenegro on their balanced approach and maturity,
which they have demonstrated so clearly and so resolutely. In all genuinely
democratic elections there is always the winning side and the losing side,
but after the elections the new administration must govern on behalf of
all the people. Likewise, it must act in the interest of the whole people
regardless of party divisions and affiliations during the election campaign.
I am convinced the new government of Montenegro will act this way because
political opponents must not become personal enemies and a democratic opposition
must always play a constructive role. The difference lies in the method,
not in the aim since the welfare of the people is the aim of all citizens
of Montenegro. I am sure that the new government’s moves and also your
own will be aimed at gathering together and unifying all patriotic and
democratic forces of Montenegro and Serbia.
I wish the victorious coalition success in the implementation of the
program of reforms, which will help Montenegro and Serbia regain their
place in Europe and in the world. I also hope that the result of these
elections will strengthen the links between Serbia and Montenegro, advance
the democratic processes and lead to the establishment of the rule of law
and respect for the political freedoms and human rights. If such action
is taken, I am convinced that Montenegro and Serbia will manage to surmount
the current difficulties.
As a Karadjordjevic and a Petrovic and heir of my ancestors, the kings
of Serbia and Montenegro, I send my greetings to you and to all the citizens
of Montenegro with the wish that, together and in harmony with brothers
in Serbia and Republika Srpska, you embark on the task of rebuilding the
country and effecting its rebirth.
